      Not even case hardened, usually an en grade steel shaft sleeved/joined to a hardened selelector mechanism/drive on tother end, thats why you always see the splines chewed up, when abused/worn out.

        Just took a file to a gear change shaft I have & its hardened, maybe not rock hard but too hard to make much impression. Its usually the splines in the lever that strip, not those on the shaft.

          Wrong again....! i`ve replaced many shafts over the years, which have either been bent or stripped thier splines, you can buy these replacement repair shafts on ebay, cut the old one off, weld the new one on.
          If you can`t make an impression with a file on your shaft, i suggest you buy one with some teeth on...!
          Here is one from a bsa c15 with worn splines & a very easy hacksaw cut half way through, these shafts are not hardened!
