Unidentified road bike

Not really into road bikes but this one has turned up in my shed for resurrection for a friend. Has anyone got the missing bits to offer, please, or the "makings" of them, in restorable nick? Thanks folks. Bike doesn't exhibit a distinct frame number, hence "unidentified".

Looking at the beam it looks to have the later Timkin taper roller head bearings which would make the beam a DC rather than DB frame, but rear end is DB.

Don't think so, John. Just extracted old gal from Winter hibernation, today's photo attached (I hope!)
