It's a spanner for the finned exhaust screw on retaining rings.

I made a tool to tighten the Finned exhaust screw on my TCS.
Just wondered if anyone had any origins of this tool.

Not specific for Villiers engines, it for BMW aircooled twins, https://www.motorworks.co.uk/exhaust...oa14005-2.html but if it fits Villiers nuts then it will also do the job
