The bike is a 1960 Hawkstone SCS which has been used latterly as a trials bike.
I have scoured the web and the books looking at all the photos I could find but still can't work out if it is fitted with trials forks or if, about the time of the change to Timken bearings, the geometry of trials and scrambler bikes were the same. I have read somewhere that the shape of the top yoke is an identifying feature and this one is certainly concave at the front.
