Just connect a bulb up to the 2 pin plug You need 30 watt for the large pin. (main lights) and a 21 watt for small pin (stop light) or use a multimeter. You will have to contact Villiers Services if you need new ones. not sure if they will send them to Australia though.
Yes you could check them with a meter set on ohms. Not sure what the reading should be though around 0.2 to 0.3 ohms I think. But as long as there is not a dead short or open circuit they should be OK
Another way if testing lighting coils. You could do a basic check of the coils by connecting a 6V battery, in series with a headlamp bulb across the coil terminals (should give a current of about 4 Amps). This will confirm continuity at this load and if you hold a steel nail etc near the coil core you should feel the magnetic field pull of what is now an electro-magnet.
